The project involved the complete decommissioning and replacement of a century-old, high-density utility corridor. As the Senior Construction Inspector, I oversaw the complex orchestration of replacing three critical municipal systems simultaneously:

  • Watermains: Directed inspection of thrust blocks, bedding, and mandatory hydrostatic pressure testing and chlorination/sampling protocols.

  • Sanitary & Storm Sewers: Oversight of laser-alignment, manhole installations, and post-installation CCTV inspection to verify structural integrity.

Testing Verification & Compliance Oversight:

  • Compaction & Materials Audit: Oversaw and verified the results of third-party compaction testing for road sub-base and trench backfill to ensure stability and prevent future settlement.

  • Concrete Quality Verification: Monitored and audited the concrete testing performed by independent laboratories during sidewalk and curb installation, ensuring air entrainment, slump, and compressive strength met municipal durability requirements.

Advanced Technical Oversight & Field Engineering:

  • Unforeseen Field Condition Management: Identified and resolved discrepancies between 90-year-old “as-found” site conditions and design drawings.

  • Utility Conflict Coordination: Acted as the primary on-site point of contact for external utilities (Ottawa Hydro, Enbridge Gas, and Telecoms) to resolve physical conflicts during deep trenching operations.

  • Health & Safety Compliance: Conducted daily audits of trench safety protocols, ensuring contractor compliance with OHSA regulations.

  • Material Submittal Verification: Inspected all delivered materials (pipes, valves, hydrants, and aggregates) to ensure they matched approved technical submittals.

  • Quantity Take-offs & Progress Payments: Performed meticulous daily measurement of installed quantities to provide accurate data for monthly payment certification and budget tracking.

Stakeholder Management & Resident Liaison

Access Coordination: Directly coordinated with residents to ensure safe and reliable access to their homes and driveways throughout the construction lifecycle.

Public Relations: Managed on-site communications, updating homeowners on upcoming service interruptions, noise schedules, and construction milestones.
